Select players can get the permission to vod review a potential cheater like VAC does. Making it A easier on the devs for cheater hunting and B helping keep the game cheater free

We are continuously improving our anti-cheat measures, however, we are not comfortable putting part of this burden on players. Therefore, we'll be declining this suggestion.
