Adjust Flashbang Effectiveness to Enhance Tactical Gameplay

Nerf flashbangs. They are wayyy to op right now and high level gameplay is such a pain cause of them. Your opponents can just throw all 4 into a single site then run in with no skill required. You removed hipfiring and playspacing due to Breachers being a “tactical game” meanwhile all it takes to win a round on offense is 4 flashes and an emp.
