Be able to stack with people that are one whole rank below or above, eg master can stack with anyone in diamond 1-3, instead of only diamond 3 and grandmaster. There is almost no difference in skill of a person that is diamond 1 compared to diamond 3, or even master. There also aren't enough people that play comp for a one rank difference, which is making less people want to play ranked since no one enjoys solo q.
