Introduce a One-Shot-Shield for Strategic Gameplay

As a GC player on a finalist VRML team I think the game would benefit from a new piece of util, which is a long shot but, a One-Shot-Shield. The shield will be both enforcer and revolter, only one person can buy it on each side though. This will make it so a team would have to strategically think about who to give it to. It will have 2 uses each being a 5-15 second duration really depending on how you guys perceive it. I would personally say 5 seconds, making an aggressive playstyle be necessary in order to be carrying it. What it would do is basically it would, while enabled, tank any one shot, body or head, which enables the idea of a higher ttk, which requires another headshot, making recoil control necessary, giving the game another skill factor to worry about while playing the game. I personally think another skill factor needs to be added with the recent updates taking the playspacing and leaning away, for the most part, which I think should be recoil control. I also think when someone has the shield on it should make them a VERY visible target, maybe with an outline (can’t see through walls) but still something like that to balance out the fact they can tank a bullet.
