Prevent Magazine Ejection When No Reserve Ammo Available

Make it so you can't eject your mag with no reserve ammo
1, people can spam mags on the ground and potentially causes lag (prolly not but still reload spamming is annoying)
2, Sometimes people reload out of habit or on accident when they have no reserve ammo and that's pretty unfortunate sometimes
