Be able to change host options via UI when connecting to a locally hosted server.

Currently it's only possible to change game settings if you host a game and play it.
It's not possible to change game settings/gameinfo if you connect from SFD game instance to your own locally hosted server SFD Server instance on the same computer.
As a QoL improvement, make it possible to change gameinfo if you connect to your own locally hosted server from the game.

Currently you must use commands to change game settings or use the server tool to change game settings/info.
