Migrate all built-in commands feedback messages from hard-coded to entries in the language file.

This would allow localization, and even minor changes/customization of their structure.

Most if, not all, of the feedback-messages printed by commands to users in chat are hard-coded in english, with some exceptions like users joining or leaving.
