Judder and Ghosting in Reave VR Experience

Steps to Reproduce
- Configure SteamVR runtime on virtual desktop PC streamer
- In Quest Virtual Desktop app streaming settings, disable SSW
- Launch SteamVR via Virtual Desktop
- Launch Reav from SteamVR menu
Explanation
Judder and ghosting on a quest 3 streaming SteamVR through virtual desktop. The Virtual desktop performance overlay lists a constant 120 FPS with latency under 30ms but waving my hand in front of my face the effect is extreme. Moving side to side at all or turning your head makes the text unreadable. This happens at a constant rate, even in the lobby to enter the game before selecting a character and irrespective of quality settings or frame rate. With virtual desktop's SSW, this goes away but the artifacts when turning from SSW are unplayable in all games for me. Reave is the only game that has this issue and I am unable to capture it when screen recording in game or through the quest's camera.

Is there any way to debug if this is a problem with Virtual Desktop? So far other games I've tried are Alyx and Moss and they do not have this problem. I reached out on the virtual desktop discord and they seemed to think it wasn't due to VD and could be related to the Meta plugin used for the game
It turns out this is not exclusive to virtual desktop or the quest. I'm seeing the same issues using steam link and with my index. It seems like this is somehow related to windows 11 and/or using a nvidia 3090 GPU. The last time I was able to get Reave playing well was on windows 10 with this set up, I may revert and test more
I roll back to windows 10 and its still happening. I tried to capture a video, unfortunately thr only way to get it on video is to use a camera pointing in the headset
It'd extremely difficult to get video while waving a controller around but you can see it a bit in this clip

I've tried rolling my driver version back to 581.42 as reported working by another player. I first used DDU to remove all existing drivers. No change. At this point the only thing I can think left to try would be updating BIOS for both my motherboard and graphics card but I don't think that will do anything. I'm giving up
