Add Astronomer Class with Weather Radar Ability

Add a new class called Astronomer. The Astronomer can use a Weather Radar to change the weather, receiving a boost during custom weather. The boost ranges from 1.5x to 2.5x speed and 1.5x damage, costing 55 Bonds.
