Recoil-Based Fire Rate Control for Firearms

I think that there should be a "small" overhaul on fire rate and recoil. I think that instead of making it so that a player can only fire a gun at a lower fire rate (for example, not being able to spam rounds out of a deagle) is a little inconvenient.
I think that instead of this system of the fire rate balancing the weapons, it should be the recoil.
What do I mean by this?
I mean that instead of not being able to spam a deagle because of fire rate it should be because of the recoil. The player should have to know how to control their fire rate in order to control their gun.
On multiple occasions, I have died due to having to wait what feels like an absurdly long amount of time just to shoot another bullet out my drakon, as another play flies toward me on a zipline.
This would be a balanced feature given that the recoil would be increased.
