Reduce RPG Lock Strength to 30% for Balanced Gameplay

make it so the lock on RPG dose 30% not 60 i think 60 is way to strong for that a RPG the auto locks and need bit of a nerf because in my games the time between getting into the little helicopter and blown up is way to short about a minute and some time i don't even kill 1 person i get this might make the little helicopter a bit op but the tank and normal RPG kinda makes up for this
