Level 10 Engineer Unlock: Quad Rocket Launcher for Anti-Vehicle Combat

Add a quad rocket launcher the big box one with 4 barrels and make it a level 10 engineer unlock so we can deal with tanks and helis better and make it only reloadable if u get an ammo box for balancing.
