Implement Medic Cooldown and Area-of-Effect Healing for First Aid Kits

Adding a cooldown for medics' first aid kits, e.g., 1 every 8 or 10 seconds. It heals everyone standing near it with an area of effect, or the ability to select syringes that require touching the player to use (like in Breachers). Syringes are unlimited and, after use, heal 10 HP per second until they heal to 100% or the healed player takes damage.
