Implement a 20-second timer for carrying teammates to prevent abuse

Carrying! Dragging is boring and slow, it would be nice to have a 20 second timer as soon as you start carrying them until they drop so you can have enough time to get them to safety. But also make sure that nobody can abuse carrying people around.
