Queue System for Attack Helos and Tanks to Reduce Spawn Blocking

Problem:
There is an issue where quite a few people wait for vehicles in spawn, namely attack helos and tanks. This has a negative impact on the game when several people are sitting out on 16-person teams. It's more extreme of a problem then it is in games with 32-players.
Since it's "first come, first serve" you often have random players getting into helos and simply crashing them for fun then proceeding to wait for them to respawn. Players who are serious about using vehicles correctly just end up hanging out in spawn a lot and opening to grab one with a bit of luck.
Solution:
A queuing menu for attack helos and tanks only, everything else can be first come, first serve.
For the queuing system, anyone could enter the vehicle queues in the menu and when your slot opens up, you can choose to respawn into the vehicle or forfeit (and it automatically forfeits after the timer runs down). Score could also be a factor so the players with the best score would have a higher chance of being offered a vehicle while waiting in the queue.
Tanks and attack helos would be locked in spawn so the only way you could enter the pilot seat is via the queuing system.
