Replace the talon with a minigun for engineer. Trying to get a helicopter off the ground when 14 out of 16 opponents are engineers is impossible. We already have an AA tank, and the talon requires no skill and is impossible for the helicopter. To balance engineer though, as it is my favorite class, add a minigun for another right shoulder weapon. Carnage on ground people? Sounds fun.
