Implement Accurate Hit Registration for Fair Gameplay

Rework hit approve system to make game feel more fair for everyone. Idk whats dependency of bad hit registration, but it is a fact that players face it. I play Q3 standalone on EU servers with 50-60 ping, but I face it pretty often. And it feels pretty unfair, when your shots doesn't count like you're playing a children's war game with wooden sticks, and your friend is shouting "missed, missed". I suggest to remove declining shots that server counted as missed. Make it if you saw how bullet hits enemy body, it will 100% counted by server.
Idk how its done rn. Probably just means only server side calculations. But it isnt fun when server is not on your side most of the time.
