Adjust RPG Damage to Prevent Meta Abuse Against Non-Vehicle Players

Decrease rpg effectiveness against non-vehicle targets. Players are currently just running around firing RPGs at players, which kills even on a near miss. It currently seems as though that is becoming the current, and frustrating, meta.
My personal recommendation;
Reduce splash damage significantly. A direct hit will still one tap, but a near miss won't.
Or,
Reduce rpg damage to players not in a vehicle. A direct hit or near miss will not kill a player, but instead bring their health quite low. Coupled with good damage feedback and maybe don't tinnitus this could give any players near an explosion quite the scare.
