Limit Anti-Air Launcher Lock-On at Low Altitudes to Prevent Spam

Make it to where the anti air launcher cannot lock on at a certain height. I.E (too low feature). Too many people can spam anti air launchers and make it impossible to use helicopters. also nulls the use for the anti air tank
