Limit Defib Uses and Add Cooldown to Repair Gun

Defib charges really fast and has infinite uses, which makes it almost impossible to defend against when they can be respawned over and over again. I personally think defib should have a limited amount of uses before breaking or just stop working.
The repair gun has no cooldown and can just repair a transport or tank infinitely. The repair gun should have a cooldown so that if it's being used to spam repair a vehicle, there's a time period during which it can be destroyed.
