Add Rangefinder Binoculars for Recon Class

New equipment item for recon, rangefinder binoculars. This goes with my suggestion of adding meter lines to the sniper scope but having a tool for knowing exactly where a target is distance wise can really help with getting the shots down, would help with spotting, and fits the class perfectly as they only have one gadget right now.

To elaborate more, you would look down them, in the middle point it would show the exact meters away. and mark anyone as normal scopes do. As well as have higher zoom than the sniper.
