Implement Bleed Effect for Sniper Weapons with Base Damage and Damage Over Time

Instead of the bow and ctac one tapping players in the chest, make them do a set base damage to the chest plus a bleed effect that removes natural healing and does damage over time. Could be implemented for other weapons.

As examples:
Bow could do 50 base and 200 bleed over 20 ticks.
CTAC could do 60 base and 10 bleed at 10/tick with more bleed by distance with say 10 bleed per 10 meters.
Behemoth could do 70 base and 300 bleed

This would give all snipers a chance to one tap, but give the target an option to fight a last stand or seek medical attention as fast as possible.
