RPM buff to the M249.

Currently the M249 sits in a weird place. It has the same damage and RPM as the M4, with worse handling and accuracy. The only thing better is the magazine capacity. If you are at long range to your opponent, you will miss most of your shots, and if you are at close range, they can kill you just as fast, if not faster with other weapons.

To solve this issue, and make the M249 a more viable weapon, I propose the RPM gets raised from 800 to around 900-1000, while keeping damage the same. If more balance is needed, the recoil can be increased slightly as well. This change will make the M249 better at short to mid-range and keep it as a viable weapon choice.
