Add Map Variants that are Ground Vehicle Only (Grounded map variants)

I have been seeing a lot of discourse online (especially on the subreddit) about how annoying it is to play against helicopters and how it genuinely ruins the experience for a lot of people because if a helicopter pilot is good they can one shot you while travelling from one point to another and only one class has any anti-air abilities with the Talon rockets, but also concerns by the other side of the player base that splitting the game into another game mode might impact queue times or something. I think I have a solution:

Add map variants that are votable that are Grounded map variants that only feature land/sea vehicles and no helicopters. this would solve the fracturing issue because it would be up to the entire lobby to choose grounded or airborne variants of the maps, while also giving groups of players who wish to play without air support a viable option to play their way if enough votes in a server choose the grounded option.
