Provide a way to switch teams when lobbies are full by having players enter a queue that switches them once someone on the other team wants to switch too.
You could have a small message pop up in front of them telling that the opportunity to switch is available so that they can redeploy and accept the switch to the other team.
An addition could also be to notify the player wanting to switch when an empty spot on the other team is available.
