Add Countermeasure Lockout Period to Prevent Immediate Enemy Targeting

Add a 5–8 second buffer after using countermeasures before enemies can lock on again. Since helicopter controls are quite clunky, there’s often not enough time to get to safety — either by gaining distance or using terrain for cover — after deploying countermeasures. Battlefield has such feature for a reason.
