Allow Overtime in Rush Mode for Unresolved Bomb Situations

Add overtime for Rush gamemode.
1) If the last bomb is activated, the game should continue even if all tickets are depleted, until the bomb is either defused or explodes.
There have been many instances where teams ran out of tickets while the final bomb was already planted, resulting in a frustrating and anticlimactic loss. Allowing the round to continue ensures that the outcome is determined by player skill and clutch plays, not by a timer or ticket counter.
2) If a player is actively defusing the bomb, the bomb should not explode as long as the player maintains the defuse action.
This change prevents unfair situations where the bomb detonates mid-defuse, even though the player started in time. It also let players clutch and rewards them for it.
