Heli Repair Balance Patch:
- Reduce Engineer repair speed to heli's
- Add passive repair when heli's are above a friendly HQ.
(Reasoning: Engineer repair crews of 3 on a heli make the heli virtually immortal. Heli's without engineer crews are almost guarenteed death.)
