Create a Crewman class and require it to pilot helos and tanks. It should be equipped with light SMGs or perhaps just a pistol. This is to prevent people wasting tanks and helos (using them as private taxis, crashing them in spawn for fun etc). It should also encourage dedicated vehicle operators on servers. Regular vehicles shouldn't need the Crewman kit, only tanks and helos.
