Adjust RPG Explosive Damage to Balance Anti-Personnel and Anti-Vehicle Roles

Buff RPG back a littlebit. Previously it was OP as antipersonnel range weapon. Now its underpowered anti vehicle something. But hey it is explosive. It should deal splash damage to infantry. Not that much as nade, but it blows up under someones feet, I sure it should give a kill. There much options to balance except giving 200% of power and 10% of power. And maybe I'm wrong but you said it will be more fun and immersive game. Why then it tries to become another "balanced competitive" game?
