Display Fire Rate/Cooldown for RPG-7, Manpad, and SVD in HUD or Loadout

Communicate the 'fire rate'/cooldown to the player in some way, either in the HUD or loadout selection. It's particularly needed for the RPG-7 and the manpad (and to a lesser extent the SVD). It's annoying to make a risky quick-peak to line up a shot and they won't fire.
