Implement Reverse Damage Falloff for Snipers Based on Bolt-Action Damage

Give snipers a reverse damage falloff curve that becomes steeper depending on the bolt-action's base damage. (DMR's don't need this change).
Reasoning: The main point of contention for snipers in VR is their use at pointblank 1 shotting. However, a reverse damage falloff curve (more range = more damage) will encourage players to actually snipe if they want to get the most damage out of their weapon, and prevent them from using it as a psuedo shotgun.
