Steps to Reproduce
- Obtain PGL via heavy weapon crate.
- Notice that with 3 upgrades, it is considered rare/epic.
- Also notice that it cannot be upgraded in the workbench, and even just doesn't appear at all.
Explanation
Rare PGL cannot be upgraded any further than 3 upgrades.
