Explanation
Rampage artifact does not reduce the damage bonus on hit, and also, if you reach 100% bonus, at what point does the damage can stop decreasing, or at least display that it is decreasing. And also ccording to the description, the effect should reset between stages, but it doesn't. either I misunderstood something :p
