Steps to Reproduce
- Since my last save was wiped, I haven't played falconer yet.
- I used the cheat terminal to promote her twice.
- I have the necessary materials to unlock the slots.
- This happened with another character, which I fixed by playing a normal game and getting legitimate XP.
- Maybe the XP cheat thing doesn't unlock those slots for some reason?
