Implement Wildcard Perk System for Custom Builds

Wildcards from BO2. Hear me out:
One wildcard u can put on to get 2x perk 1,2, or 3 and sacrifice something as well.
Maybe one to get triple gun attachments or one for a melee only build.
Not super necessary but it seems like a fun concept to play with but god I'd hate to balance it on yalls side.
