Address Overpowered Explosive Paint and Percussion Combo in Control Mode

please do something about the explosive paint and percussion combo. everyone using it and its impossible to play control anymore, its just instant death anywhere near the capture zone. also somehow brand new people re getting into ranked games and just throwing because they dont know how to play or have anything unlocked.
