Adjust Burst Assault Rifle and Sniper to Single-Tap Modes with Specific Ranges

Adjust burst AR to be a 1-tap burst with slower fire rate, smaller bullets, and increased spread. Adjust sniper to be a 1-tap within 0-15m range.
