The more diff of points between teams, the more time it needs to finish upload for leading team. +5% time or close enough, so the other team has enough poss.
Example: Team A has 6 points, Team B has 3 points. Team A will have to handle a drive for 15% more time. Team B has the default time.
Maybe instead make less for loosing team.
