Implement Time Limits on Mechs in Ranked Matches to Prevent Stealing and Camping

Time limits should be implemented on mechs in Ranked. Alternatively, enemy teams should not be permitted to steal the others Mech. This would be to promote fair play and diminish Objective Camping.
