Enhance Capture Game Modes with Objective-Driven Rewards and Time-Based Metrics

Rework the capture game modes to be more rewarding and obj driven.

Intel should be way more rewarding for those defending and holding ball. There should be another stat tracked on LB, which is time held on the ball, then total captures. You should also have a small amount xp rewarded for holding the ball, 25xp per 5 seconds or something like this. There needs to be additional kill rewards for killing players who last tagged the ball player too.

Capture should also track stats like your typical HQ, where rather it tracks captures it tracks time on point in the LB, and again rewards you for capturing point over time.

I think these changes will make it more compelling for casual players to be more obj focused as the rewards for xp help them progress through the grind a bit faster. I think making another kill medal for defending will also help competitive players feel more rewarded.
