Explanation
If you have a build where you've already beaten titus with someone else without obtaining the legion intelligence yourself, when you go to caitus you instantly gain the authority reward without ever being given the legion intelligence quest, softlocking you entirely out of the titus fight for that slot

Unlocking imperium kata is the same as having legion intel You will be able to lie to titus and start the fight

It doesnt say that clearly ingame but its basically the same thing in terms of starting titus
