Limit Consecutive Arrests by Police Officers to Prevent Corruption

Implement a rule where a police officer can only arrest a criminal twice consecutively during a 5 or 7-minute transport period; further arrests result in the officer being kicked for suspicion of corruption and a 1-day suspension from being a cop.
