Revamped Player City Mechanics for Politicians/Mayors.

The idea here is to give city building tools to city mayors. Essentially a mayor will drop the City Hall. Then they will be given new player city commands to modify terrain, flatten or raise terrain, paint the terrain, for different grounds, like streets or grass, etc. Mayors will also be able to drop roads, filler buildings, signs, lighting, etc.
