Equalize Ore Spawn Levels with Other Resources

Ores should be having same spawn level as is all other resource. Is being unfair and total sucking mud.

When you say spawn levels, what exactly do you mean. All spawns are randomized and have different amounts total that they spawn per planet that has the spawn.
