NPC - Weapon / Armor Vendors

Have NPCs sell weapons or armor that are base items, still under what the PC crafters can do. This will help seed the market for players to farm and not have to be connected to the social network of the game.

I've finished creating the "Enhanced Vendor System" which will allow a much easier transition to these NPC weapons/Armor vendors.
