Steps to Reproduce

1. load into a neighborhood (?)
2. select a plot
3. wait?

Explanation

when loading into my neighborhood, after i select a plot i am stuck in the sky with the ui from build mode, main menu, and plot selection overlapping each other

(i left and rejoined and it happened 3x)
