Steps to Reproduce

1. Add better image refine
2. add an image refiner when decals are uploaded

Explanation

After the May 28th build mode update, pictures and decals in my game have become blurry and will not properly refine or load in high quality. This issue happens with both free images and uploaded decals.

Before the update, the images loaded clearly after a few seconds, but now they stay low quality and blurry permanently, even after waiting, rejoining, or changing graphics settings.

The bug affects decorating and building because many custom pictures and decals no longer appear readable or sharp. Please look into the image refining/loading system from the new build mode update.
