Transform Tool Allows Movement in Rotate Mode

Steps to Reproduce

1. Go into build mode
2. Go into transform tool rotate mode
3. Move the item from side to side by pressing close to the circles in rotate mode but not directly on it

Explanation

After the build mode improvements the transform tool was separated into two separate parts, when i am in the rotate version i am still able to move the item and not just rotate it.
