Console Build Mode Cursor Stuck in Center, Limiting Functionality

Steps to Reproduce

1. Make it so you can switch perspective on console in build mode
2. Replace the white dot in build mode for an actual cursor which you can move
3. Make the tools bar on the right available
4. Make it easier to adjust roofs in build mode for console players

Explanation

Players on console aren’t able to build properly. The cursor (the white dot) won’t move away from the middle. This means you can’t always build on every part of your plot. You can’t reach corners with this dot for example. This white dot causes another problem; you aren’t able to go to the buttons on the right of your screen (see the video for example). This means you can’t use the tools. You also aren’t able to use the resize tool or switch your perspective in build mode on console. Build mode on console is quite unpractical
